Wisbech has reached a “saturation point” for Houses in Multiple Occupation (HMOs), prompting Fenland District Council to introduce stricter planning controls. This move aims to address concerns over housing quality, infrastructure strain, and community impact.
What’s Changing?
Previously, small HMOs (up to six people) could be created without planning permission. However, due to the over-concentration of shared housing, all new HMOs in central Wisbech will now require council approval.
The new rules include:
- Immediate enforcement for central Wisbech – requiring planning permission for any new HMO conversions.
- Town-wide expansion planned for February 2026.
Why the Change?
Councillors cited a detrimental impact on the local area, including:
- Increased housing pressure and infrastructure strain.
- Concerns over anti-social behavior.
- Preservation of local heritage and community balance.
Councillor Dee Laws emphasised that Wisbech had reached its limit, while Councillor Dr. Haq Nawaz highlighted the need for better safety and living standards for tenants.
What’s Next?
The public consultation is now open, allowing residents to share their views on the council’s website.
With these new measures, Wisbech aims to balance affordable housing needs with community well-being, ensuring HMOs are properly located and regulated for the benefit of both residents and landlords.
